			<content:encoded><![CDATA[<p>The European Tour took a positive step towards dealing with at least one of the many causes of slow play in the professional game by calling on its players to make more of an effort in learning the Rules of Golf so that they limit the use of rules officials to only the more complicated ruling situations.</p>
<p><a href="http://www.golf.com/golf/tours_news/article/0,28136,1967615,00.html">Golf.com reports</a> that the European Tour&#8217;s top two officials John Paramor and Andy McFee have completed a DVD meant to educate players on basic rulings. If a player is deemed to have asked for a ruling when not completely necessary, he will have 3 tournaments to attend a seminar and view the DVD before he can enter another tournament.</p>
